In 2009, the Fondation had initiated the preparation of two lists of reference works on French law intended for use in other countries (Alliances Françaises abroad, universities, etc..

The library revolves around the two lists:

The first list contains the basic reference works, the second list provides works that supplement and expand on those in the first list.
